Construction Environmental Management Programme

A number of documents which together, will form the complete Environmental Management Programme (EMP) for the Darwin Liquefied Natural Gas (DLNG) Project on Wickham Point in Darwin Harbour. At this stage of the project, four volumes of the EMP are envisaged as follows:

• Volume I – EMP Overview and Compliance Audit Register provides an overview of the EMP framework and the consolidated commitments and auditing protocols for the responsible construction and operation of the DLNG Project;
• Volume II – Construction Phase EMP is specific to managing environmental factors relevant to the initial phases of site clearing and construction for the DLNG Project;
• Volume III - Dredge and Spill Disposal Construction Phase EMP was not developed because no dredging operations were required; and,
• Volume IV – Operations EMP for the safe and environmentally responsible operation of the LNG Project, including detailed emergency response manuals and ongoing monitoring commitments - see Operations Environmental Management Plan below.

The staged development of the EMP reflects the logical focus on environmental planning for issues that are of relevance to a particular stage of project development (i.e. construction, dredging, commissioning and operation).

Volume I and Volume II have been developed, submitted to and accepted by the Northern Territory Government Department of Infrastructure, Planning and Environment (DIPE) and Environment Australia (EA).

Annual Review

In 2004, Darwin LNG Project completed a review of the existing Environmental Management Programme (EMP) which identified updates to the EMP to reflect improvements in knowledge and understanding gained during the early stages of construction. Public Environmental Report

A Public Environmental Report was developed for the proposal to construct and operate an expanded LNG plant at Wickham Point near Darwin, Northern Territory of up to 10 million tones per annum (MTPA) capacity. It was submitted by DLNG Project Team to provide the Northern Territory Government, agencies of the Commonwealth of Australia, and the public with the information necessary to allow an informed appraisal of the environmental acceptability of the proposed project.

Recommendations received from the Northern Territory Government and Environment Australia have been incorporated into Volume I and Volume II of the EMP.

Exceptional Development Permit (EDP)

An application under section 38(1) of the Planning Act 1999 to develop Section 1812, Wickham Point, Hundred of Ayers for the purpose of a 10 MTPA LNG Plant. Following an extensive public consultation period and public hearing conducted by the Development Consent Authority, the decision by Lands and Planning Minister to grant an Exceptional Development Permit was made 11 November 2002.

The following reports have been developed to fulfill the commitment outlined in the Darwin LNG Plant Environmental Management Programme (EMP) Volume I - EMP Overview and Compliance Audit Register, Section 5 - Compliance Auditing and Reporting, which requires a compliance report to be submitted 60 days after site construction commences and annually thereafter.
